The Centre for National Security Studies (CNSS) at PIC has great pleasure in inviting you to a
Book Discussion on Silent Weapons, Deadly Secrets, featuring a conversation between
Dr. Mrinmayee Bhushan, Author, and
Lt. Gen. Vinod Khandare, PVSM, AVSM, SM (Retd.), who has written the foreword.

Brief of the Discussants

Dr. Mrinmayee Bhushan is a distinguished expert in Bio-Chemical Security Policy
and National Security with over 25 years of transdisciplinary experience. Her career spans
developing a patented therapeutic technology involving a dual-use agent, earning seven
international patents, receiving national recognition for scientific breakthroughs, and
contributing extensively to India’s premier national security institutions. Her work reflects
an enduring commitment to international disarmament, non-proliferation regimes, and addressing
emerging challenges posed by dual-use technologies.

Lt. Gen. Vinod Khandare, PVSM, AVSM, SM (Retd.) is a distinguished Indian Army
veteran who has served on all major operational fronts along India’s Northern, Eastern, and
Western borders. He retired as Director General, Defence Intelligence Agency, and Deputy Chief
of Integrated Defence Staff (Intelligence). His tenure witnessed critical events including the
Pathankot, Uri, Nagrota, and Sunjuwan attacks, the surgical strikes across the Line of Control,
and the Doklam standoff. Post-retirement in January 2018, he served as Military Adviser at the
National Security Council Secretariat (NSCS) for three years and later as Principal Adviser to
the Ministry of Defence.
